Download PCSX2 software from www.pcsx2.net
Step 2:
Download PS 2 bios from here.

Now to setup the plugins.
If you have a normal mid range Pc with a normal Dual core processor then you should check these settings.
If you have a high end or normal core2duo system then check these settings in the configuration menu.
The highlighted area is for the graphic settings if you have a CPU that supports SSE4 then use that one and if CPU doesnot support SSE4 then check SSSE 3.
If you have the .ISO of the game then select this.
If you have DVD of the game then select this plugin.

Start the game.
